The University Grants Commission (UGC) has made new rules. State-private universities can now set up off-campus centers. But they need approval from the UGC and state government. At its 577th meeting on February 13, 2024, the UGC said yes to the 2003 rules. These rules let state-private universities propose off-campus centers in their state. “This move helps achieve the goals of the National Education Policy 2020. It increases access to good educational facilities. Private universities will benefit greatly. They can reach more students and grow their enrollments,” said Rohin Kapoor, partner at BDO India’s management consulting.
Establishing a centre requires meeting certain key criteria. A minimum operational history of five years is crucial to demonstrate stability and expertise. Additionally, the respective State University Act must have a provision allowing the centre’s establishment. Furthermore, owning land or having a minimum lease agreement of 30 years is necessary to ensure a stable and long-term location. Finally, a formal proposal must be submitted to the Standing Committee constituted by the UGC, ensuring compliance with regulatory standards and guidelines, as per UGC guidelines.
Students from smaller towns now get chances to join private universities near home. This lowers education costs. People in big states like Uttar Pradesh, Madhya Pradesh, Maharashtra, Tamil Nadu, Rajasthan, Gujarat, and Karnataka benefit most.
There are 471 private universities. None got UGC approval for off-campus centers yet. But some deemed universities did get permission from UGC to set up off-campus centers, as per records. The UGC’s move to let private universities open off-campus centers is good.

Also, private universities must send plans for new centers to a committee. The UGC will check these centers often. If rules are broken, the UGC can close the center and move students to the main campus. Setting up a new center costs Rs 10 lakh, as per the notice.
